  Yes, but you cannot take it for granted:  
       
 
Sub-standard products are often the result of a lack of knowledge, not a lack of ability.  By digging into enough technical details, it is often possible to make suppliers deliver the expected quality.
   
The same supplier is manufacturing the product on both photos.  Depending on each customer requirements, they include or not the chain protection.  Without confirming the requirement regarding safety, you easily could end up with the unprotected chain.
 
       
 
Chinese suppliers' approach to quality is different.  100% inspection or simple labor intensive inspections are frequent.  It is often easy to improve quality level by implementing simple actions.
   
On this line, all workers with pink hats are dedicated to systematic quality control.  This good supplier adds many (cheap) inspection points  along the production line to ensure quality level at the end.
 
       
 
Standard requirements of Chinese customers are lower than for a typical Western customer.  The concept of quality is still young and experienced quality professional are scarce.
